Tim Reardon

Chief Executive Officer

Tim Reardon

Tim is the CEO for the overall Govcon platform including Sayres Defense, JRAD and GST. He has over 25 years of government contracting industry experience including roles as former CEO of Constellis, President of Lockheed Martin Information Systems & Global Solutions, and President of Leidos Defense and Intelligence. Additionally, he has served on multiple boards including LM UK and Australia, the Intelligence and National Security Alliance, and the Humane Rescue Alliance. Tim earned a Bachelor of Arts from the University of Virginia and a Master of Science from The George Washington University.

Terri J. Hague

Terri Hague

Terri has over 25 years of contracting and operational experience as a Federal contractor with expertise in contract development, administration and negotiation. Her expertise includes a keen understanding and application of Federal Acquisition Regulation (FAR) principles and Generally Accepted Accounting Practices (GAAP). Ms. Hague, formerly JRAD’s COO, oversaw the day-to-day operations, including Human Resource and overall contracts administration. She is focused on short and long-term strategy development for the future growth of JRAD. Terri attended Averett University where she earned a Bachelor of Arts degree in Business Administration.

Jeff Megargel

Jeff Megargel

Jeff has over 24 years of experience in program management, contract management, and business development. He began by providing contracting support to PM NBC Defense Systems at Marine Corps Systems Command and later to the JPEO-CBD. After retirement from the Marine Corps, he served as Vice President for Business Operations at EAI Corporation and as a Division Manager with SAIC. Later he was a Business Group Director with Patricio Enterprises and Director of Business Development. Along the way, he returned to Government service as a Contracts Integrator specializing in management of two consortium-based Other Transaction Agreements at the JPEO-CBRND. He is a proud graduate of The Pennsylvania State University and the Naval Postgraduate School.

Destry Grogan, PhD

Destry Grogan, PhD

Destry has over 20 years of experience in business development, program management, engineering, CBRN, and test and evaluation. He served as the Director of Technology Development at the U.S. Army Futures Command Synthetic Training Environment Cross-Functional Team in Orlando. Before that, he was Chief of Program Integration at the U.S. Air Force Nuclear Weapons Center, Sentinel Program office, where he led the Program Management of the new Nuclear Missile design and technology development while managing the program office execution of the processes, organizational structure, workforce development, training, and operations. He also managed outdoor testing and training operations at Dugway Proving Ground. He began his career with the U.S. Army doing emergency and laboratory medicine work, then transitioned to conducting engineering and explosives operations worldwide. He has a PhD from Columbia Southern University and is a proud graduate of Liberty University and George Washington University.

Sue Hall, PhD

Sue Hall, PhD

Dr. Sue Hall is a Senior Industry and former Federal Executive with a distinctive career in business and executive management, including strategy development and growth. Prior to joining JRAD, she served as a Business Executive and consultant with several mid- and large-sized companies focused on strategic account planning and new business growth initiatives primarily for the Homeland Security, Defense, and Intelligence Community clients. Before that, Sue served as a career Civil Servant reaching the Federal Executive Service level as Director of the Department of Homeland Security Team for the National Geospatial-Intelligence Agency (NGA). Her previous positions in NGA and predecessor agencies included Director of the U.S. Southern Command Team, Deputy Chief of the International Operations Office, and Production Supervisor for numerous Operations and Support teams. Sue has a Bachelor of Arts from George Mason University as well as a Master of Science and Doctorate from George Washington University.

James (Randy) Scrocca

Program Management Office Lead

James (Randy) Scrocca

Randy’s 25+ years of technical and program management experience supporting the DoD and other Federal agencies brings significant value to the JRAD Team. Randy is responsible for developing and leading our Program Management Office, including Program Managers, Deputy Program Managers and corporate program analysts. He also serves as a part of our strategic leadership Team. Randy attended Johns Hopkins University where he earned Master of Science degrees in Applied and Computation Mathematics and in Computer Science. He also attended the University of Delaware where he earned a Bachelor of Arts degree in Mathematical Sciences.

Gary Graves

Senior Program Manager/Test and Evaluation Portfolio Lead

Gary Graves

Gary has over 30 years of operational and strategic experience in program management and executive-level leadership. As a retired U.S. Army Officer, he is a decorated combat leader with numerous assignments and a proven record of excellence in training/leader development, strategic planning and policy development, fiscal management and oversight, risk management, and building cohesive, high-powered teams that always accomplish organizational objectives. He has a Bachelor of Science from the United States Military Academy and Master of Science degrees from both the National Defense University and the U.S. Army War College.

Shannon Shelburne, PhD

Corporate Facility Security Officer/Proposal Manager

Shannon Shelburne, PhD

Shannon is a Lean Six Sigma Qualified Black Belt with over 15 years of programmatic, security and program management support and leadership experience. As a subject matter expert in statistics and Design of Experiments, she lends her expertise to various Federal programs in areas including trend analysis and various other T&E methodologies and applications. She is also recognized as a Certified Security Officer through the Defense Counterintelligence and Security Agency and oversees our Corporate Security Program. In addition, she leads several Teams as a Program Manager supporting Federal acquisition programs. Shannon attended Virginia Tech University where she earned a Ph.D. and Master of Science in Statistics, as well as a Bachelor of Science degree in Mathematics.
