RDT&E Support for JPM-IP

Product area & description of work: Annual R&D and Engineering Support for Chemical Biological Defense & Program Manager and Program Manager, Nuclear Biological & Chemical Defense
Science & Technology - JPM-IP, JPM-Decon
- Provide direct S&T support to acquisition project teams (JSLIST, JC3, PACE, Masks), JPM-IP staff leads, and JPM-Decon
- Define and prioritize Individual Protection (IP) and Decontamination (Decon) technology needs and capability gaps
- Identify and promote advanced technology opportunities beneficial to JPM-IP and JPM-Decon
- Provide JPM-IP input for JSTO's annual call for proposals (BAA)
- Coordinate submission of S&T proposals of interest to JPM-IP and JPM-Decon
- Evaluate S&T proposals for quality, feasibility, and funding levels
- Align S&T initiatives with acquisition objectives
- Assess emerging technologies for Technology Readiness Level, potential cost and impact on fielded product systems
- Integrate S&T advances with program planning
- Prepare, execute and maintain Technology Transition Agreements
- Develop technology transition budget and schedule
- Coordinate JPM-IP collaboration with the following T&E and S&T resources: DTRA's JSTO, SBIR, Congressional plus-ups, CBIRF, Natick, Edgewood, DARPA, ARL, ARO, AFRL, ONRL, academia, industry and international centers of excellence
- Provide modeling and simulations engineering support to the JPM-IP/PM-NBCD(USMC) Lead Integration Engineer for the Overarching model
- Represent JPM-IP by actively participating in Commodity Area Review process
- Prepare industry publications (APBI, magazine articles etc.)
- Identify and nurture industry and academic partnerships with centers of excellence both domestic and international
- Establish and maintain technology alignment roadmaps
- Identify and implement a more effective S&T process
Test and Evaluation - JSTDS-SS, JSPDS
- Develop Test and Evaluation Master Plans (TEMP) for Joint Service Personnel/Skin Decontamination System (JSPDS), and Joint Service Transportable Decontamination System - Small Scale (JSTDS-SS).
- Coordinate Test and Evaluation (T&E) efforts with Operational Test Activities, User Representatives and Materiel Developers
- Coordinate and schedule testing between laboratories
- Review test plans and reports
- Evaluate cost proposals for best value
- Coordinate procurement and delivery of testing materials
- Track T&E budget and schedule performance
- Collate and analyze test data
- Provide test input to Single Acquisition Management Plans (SAMP), Life Cycle Cost Estimates (LCCE), and Requirements Traceability Matrices (RTM)
- Participate in the development of test protocols and valid test and analytical methods
- Evaluate submitted T&E research proposals for quality, feasibility, funding levels
- Lead test validation efforts (MIST, swatch, etc)
- Prepare and evaluate design of experiments and test design for all program levels (acquisition programs, congressional plus ups etc.)
- Resolve technical issues arising out of the requirements process, material development and from vendors, industry and users
- Develop "best value" for testing needs (cost, schedule, performance)
- Add T&E elements to TTA (tech transition agreements) provide T&E basis for critical exit criteria
- Manage unique test efforts including but not limited to NTAs, PATIC, JSTO T&E funds etc.
- Provide active support to the JPM-IP/PM-NBCD in assessment of DT/OT technical performance and effectively determine appropriate approaches to reduce program risk
- Work with T&E IPT's to ensure timely, cost effective T&E that assures the war-fighter effective, dependable, survivable equipment
- Coordinate with engineering, logistics and business management teams on all programmatic issues affected by T&E
Systems Engineering, Test & Evaluation - JSLIST, JC3, JASQ
- Provide program manager to JSLIST Team for the next generation Armor Chemical Suit (JC3)
- Manage all facets of the JC3 program to include: contracting, testing, funding, engineering, logistics and programmatics.
- Ensure program requirements are met within schedule and budget.
- Provide Lead Tester for the JC3, JASQ Unique, Spiral Development Program
- Design appropriate test strategy within scope, schedule and budget of program
- Author testing acquisition documents (TEMP, Test Safety releases, etc.)
- Develop new technologies to perform specific Glove and Boot system tests
- Work closely with contract labs to develop detailed test plans
- Oversee testing to ensure contract labs follow test protocols that meet Government requirements
- Review and brief test results as they relate to specific requirements
- Develop the Systems Engineering Plan (SEP), Interface Control Document (ICD) and Requirement Traceability Matrix (RTM) for each program
- Trace requirements as they are addressed throughout testing and reporting
- Coordinate all appropriate safety documentation to include: Safety Releases (SR), Health Hazard Assessments (HHA) and toxicity clearances.
- Assume responsibility for Risk Management of all JSLIST programs
- Review all detailed test plans, test data and test reports
- Review and update Systems Engineering Plan (SEP) and Failure Definition/Scoring Criteria (FD/SC)
- Develop performance specification document for each JSLIST system
- Assume responsibility for developing the Statement of Work (SOW) for fielding contract

- Provide oversight of acquisition programs for the Joint Program Executive Office (JPEO) and the Joint Project Managers for Chemical, Biological, Radiological and Nuclear (CBRN) Equipment
- Monitor JPEO CBRN Integrated Digital Environment (IDE) and inform JEAP as necessary
- Assign commodity personnel to represent the Life Cycle Management (LCM) and attend on behalf of JEAP
- Ensure acquisition programs included in total asset equipment management
- Maintain visibility of total asset management for PM JEAP including test articles, ancillary surveillance test equipment, production lot testing
- Vetted data for integration into Production Lot testing and First Article Testing databases (e.g. PMNBC.com)
JSLIST Program support

- Assist program office by managing archival files — including ordering information and invoicing records for >$50M government procurement function
- Convert ordering and invoice records to electronic files
- Enter and organize data into testing database
Interoperability/T&E/ Trials for JSCAT (Albany)
Period of performance: 5/16/05-3/5/06Product area & description of work: Transition & Integration of Joint Integrated Lightweight Chem/Bio Suit Technology with Joint Equipment Assessment Program
- Provide direct technical support to the Joint Services Chemical Agent Testing (JSCAT) program.
- Manage project plans and timelines
- Author supporting documents, including specifications and evaluations
- Assist in writing and editing materials such as standard operating procedures, slides, scope of work, detailed test plans, and project website content.
- Write and edit original documentation, including equipment manuals, appendices, operating and maintenance instructions. Prepare illustrations, photographs, diagrams, excel applications and charts.
- Act as liaison between Government and commercial laboratories to facilitate modifications to the project plan.
- Inform key players of project accomplishments, issues and changes.
- Work with corporate executives - Presidents, Vice Presidents and Project Managers - to resolve schedule and resource conflicts.
- Organize, focus and continually motivate project personnel.
- Track progress to identify evolving risk
- Make necessary program changes to mitigate risk
- Design test methodology for new capabilities of expanding laboratory.
